Master Mariners of Australia The Company of Master Mariners of Australia Ltd. is a Company established to promote and further the efficiency of the Sea Service generally and uphold the Status, Dignity, and Prestige of the Master Mariners in particular. The
Company was founded in 1938 by Capt.A.N. Boulton, MBE, VRD, BCom, ExC
and became an incorporated body in 1988. The Company is managed by a Federal Court comprised of each of the Branch Masters of the Company’s Branches located around Australia. Day to day running of the Company is undertaken by a Federal Executive made up of the Federal Master, Deputy Federal Master, Federal Secretary and Hon Federal Treasurer. The Company Constitution provides for the establishment
of a Branch of the Company at any port or place within the Commonwealth
of Australia where Federal Court considers the establishment of a Branch
desirable. At present the Company consists of six Branches based in
Fremantle, Adelaide, Melbourne, Sydney, Newcastle and Brisbane. OBJECTIVES The Company has a number of aims and objectives.
The principal aims, inter alia, are as follows :- MEMBERSHIP The Company offers six classes of membership.

The history of the Red Ensign is intertwined with the history of the Australian National flag. From 1901 to 1954 the Red Ensign was in practice, used as Australia's Civil Flag, i.e. the flag to be flown by private citizens on land. The Blue Ensign was for Government use only, reflecting British practice with its ensigns. The design of the Australian Red Ensign was always kept in step with the Blue Ensign (i.e. with respect to the number of points on the stars, etc.) but there was often public confusion about which was the `correct' flag to fly. Many thought the choice was merely one of fashion or preference. In 1941, Australia's Prime Minister Robert Menzies added to this confusion by directing that there should be no restriction on private citizens flying the Blue Ensign, though most people continued to use the red ensign. This Government consent was reaffirmed by Prime Minister Ben Chifley in February 1947. However, the confusion really wasn't ended until the Flags Act 1953 (enacted in 1954) gave legal effect to this directive, with the Red Ensign becoming reserved as the Civil Ensign. THE COMPANY OF MASTER MARINERTS OF AUSTRALIA LIMITED OUTSTANDING ACHIEVEMENT AWARD The Federal Court, at its meeting in Fremantle on 16 April 2005, adopted a recommendation from the Federal Executive to discontinue the existing Award presented each year to the leading student in the pre sea training course at the Australian Maritime College and to replace it with a new Award. To meet the objective of the Award which is to give the Company a high profile in the shipping and maritime industries, the new Award would be open to all participants in those industries, whether at sea or ashore and would include students studying at the Australian Maritime College for a future role in the industry. The opening of the Award to nominations from all sectors of the shipping and maritime communities was also considered to provide potential for greater recognition of the Company and its objectives. The new Award is to be named “The Company of Master Mariners of Australia Limited Outstanding Achievement Award” and will be presented annually. The winner will be presented with a framed Certificate and will be given free membership of the Company in the appropriate membership category for a period of two years. Nominations for the Award would be open to be put forward by an individual member of the Company or by a Branch of the Company. In the former case a second member would second the proposal whilst no seconder would be required for a Branch nomination. The winner would be expected to attend a formal presentation of the Award at a General Meeting of the Branch from which his/her nomination was made. It is felt that this will not only involve members of the Company to a far greater extent but will also provide publicity for the Company at Federal and State level. The winner will be attached to the Branch from which his/her nomination was made. The membership nomination fee would be waived by the Federal Court and the Branch annual subscription would be paid by the Federal Court out of Federal funds. If more than one nomination is received in
any given year, the winner will be chosen by a decision of the Federal
Executive. Rules for the Award and procedures to be followed at both
Branch and Federal level each year are attached. RULES AND PROCEDURES FOR THE OUTSTANDING ACHIEVEMENT AWARD
The Award is presented each year to recognise an outstanding achievement by any person actively involved in the shipping or maritime industries in Australia at all levels. FORMAT The Award shall take the form of an inscribed Certificate bearing the Company seal as well as the name of the winner and the year of the achievement. The Certificate shall be framed and shall contain on the reverse a citation of not less than one hundred words detailing the achievement leading to the Award been made. There will be no monetary award provided with the Certificate. SELECTION Any member, group of members or Branch of the Company may submit a nomination of any person whom they believe is worthy of being awarded the Award in recognition of a specific outstanding achievement in the shipping or maritime industries or in recognition of a long and outstanding career in the industries. The nominating member, group of members or Branch shall accompany the nomination with a citation detailing the achievement that is to be recognised. The citation must contain not less than one hundred and not more than one hundred and fifty words. Nominations must be signed by at least two members. Nominations shall be submitted to the Federal Secretary by no later than 30 November in any year. In the event that more than one nomination is received, selection of the winning nomination will be made by the Federal Executive, consisting of the Federal Master, Deputy Federal Master, Federal Secretary and Federal Treasurer. In the event that no nominations are received from any Branch or Branches, the Federal Executive shall nominate any person it deems worthy of the Award. The winning nomination shall be announced by no later than 31 January in the year following its receipt at Federal Office. Except in exceptional circumstances, to be determined by the Federal Court, no member of the Company is eligible for nomination for the Award.
Arrangements for preparation of the Certificate shall be the responsibility of the Federal Secretary and any costs associated with its preparation shall be borne by Federal Office. The Federal Secretary shall ensure that the Certificate is prepared and distributed to the appropriate Branch by no later than 28 February in the year of the winner’s name being announced. PRESENTATION Presentation of the Certificate to the winner
shall be arranged by the Nominating Branch. Where possible, the presentation
shall be made at the Ordinary General Meeting of the Branch in March
of the year following submission of the nomination. COMPANY MEMBERSHIP The winner shall be eligible to become a member of the Branch making the nomination for the Award. It is the responsibility of the Federal Secretary to arrange a membership certificate for the Award winner and to maintain a record of all subscriptions paid by the Federal Executive to the Branch of which the winner becomes a member. It is the responsibility of the Branch to endeavour to retain the winner as a member of the Company at the expiry of the two years for which no subscription is paid by the winner. It is the responsibility of the Branch to obtain subscriptions from the winner should the winner remain a member of the Company after the expiry of the first two years after the Award is made. The winner shall not be eligible to hold any Branch position during the period in which his/her subscription is being paid by the Federal Executive. All Branch Rules, if any, and provisions of the Company Constitution shall apply equally to the winner who shall not be granted any special privileges as a result of his/her winning of the Award or membership of the Company. PUBLICITY It is the responsibility of the Federal Secretary to arrange appropriate publicity, including press releases, at a National level. It is the responsibility of the Hon. Branch Secretary to arrange publicity at a State or local level, including attendance of press and other media at the presentation. RECORD A record of winners of the Award shall be maintained
by the Federal Secretary. |
